What Are Aliens and Why Are They On Earth?

i have heard that they have been here for a very long time......and that the government back in the 1940s or 50s....they made an agreement...the government received technology from there and that the aliens have permission to abduct 25% percent of the people...(something like that......info anybody real talk)
