What punishment would i get for driving without a licence in upstate ny?

i take my parents cars all the time when they're not home and my dad has told me that i will get my license suspended untill i am 21 years old if i get caught driving with just my learners permit, i do not belive that because i have friends who have been caught and just ticketed for about $300 and have their license's already. All i have currentley is my learners permit and i am 16.
